Gender equality may have been on the development agenda for decades, but matching policy with practice to create change has been a challenge, due largely to the fact that most of the development plans and policies exclude, inconvenient, and even endanger women and girls. Women are more likely to be targets of violence and they struggle to access basic services, such as basic healthcare and education, and their employment is less secured than male counterparts. Together, these factors contribute to the social and economic marginalization of women.
